If you're early in your progression, a local school will shortcut the learning curve considerably. Experienced riders will find enough variety and space across the bay for a proper multi-day trip without repeating themselves. Being the capital of Baja California Sur, La Paz carries full city infrastructure — a genuine advantage over remote Baja spots where you're rationing supplies. The kite area around El Mogote is reachable from the city waterfront without much hassle. Post-session, the options hold up. Azotea and Café Bélier handle sit-down dining; 5ta Avenida, Doce Cuarenta, and Cheve & Music cover the bar and cafe side, and Chocolatas El Empanada is worth knowing for a quick snack.
