Cuyo Island sits in the middle of the Sulu Sea, a quiet outpost of Palawan province that most travellers skip on their way to El Nido or Coron. Victoria Beach is on the island's south-east side, tucked into a shallow, reef-sheltered bay with a sandy bottom — not the flashiest address in the Philippines, but a genuinely useful one for kiters who know what they're looking at. Getting here means a ferry from Puerto Princesa or a short island-hop flight — there is no quick road-trip option. Once on the island, Victoria Beach is a short ride from the main town. Parking is simple in the local sense: leave the bangka or motorbike and you are effectively at the water. The launch area sits on a sandy, shallow foreshore. The reef-sheltered bay keeps the chop down, and the water character runs flat to light chop depending on wind angle — the kind of surface that rewards beginners working on their first upwind runs and intermediates drilling transitions without the anxiety of open-ocean swells. The usable wind window runs from roughly 60° to 200°, picking up wind from ENE through SE to SSW. The big reason Victoria Beach ends up on kiters' radar is the Amihan, the NE trade wind that drives Philippine kite season. When the Amihan cranks hard, north-facing spots can turn messy or dangerously overpowered. Victoria Beach, sitting on the south-east side of the island, catches that same wind at a more workable angle — side-shore to cross-shore rather than dead onshore — and the reef buffer keeps the water state manageable. It is a sensible alternative when the north side is too much to handle. Hazards to keep in mind: the reef that shelters the bay is also present around the launch area. Check the tide before you rig, identify where the sandy channels run versus the shallower reef sections, and stay inside those channels on your upwind tacks. The sandy bottom is forgiving on falls; the reef elsewhere in the bay is not. On-island support is better than you'd expect for a spot this remote. Anino Kiteboarding Cuyo Island Philippines and the Cuyo Watersports Association both operate here, so lessons and local guidance on reef layout are genuinely available rather than theoretical. After a session, Cuyo Food Park is the local food option. Crowd factor is essentially nil. Cuyo is a detour that filters out the package-tour crowd entirely. If you are routing through Palawan and want flat water without the jostling of the better-known spots, the extra travel is worth it.
