Bahía Salinas sits at the far northwestern tip of Guanacaste, pressed against the border with Nicaragua and flanked by the dry-season coastline of Santa Rosa National Park. Playa Papaturro is the standout launch in the bay — and Bahía Salinas consistently ranks among the ten windiest bays on the planet, which puts this firmly at the top of the list for Costa Rica kitesurfing. The approach takes you deep into Guanacaste's dry northwest, where the scrubland gradually gives way to sweeping bay views. The setting is remote: no resort town, no beach promenade, just beach, wind, and kites. Plan your day accordingly — arrive prepared, because services here are minimal. A small island sits just offshore from Papaturro, and the flat water it shelters on the leeward side is the main draw. It's not glass-flat, but compared to an open-coast beach break it's smooth and fast — solid for freeride runs and workable for anyone building their wake-style repertoire. The wind driving all of this is the Tehuano, a N/NE flow that charges through the region from November through June. At Papaturro it arrives side-onshore — a clean angle for launching and landing, without the exposure of a pure offshore or the grunt of a direct headwind. When it's running, it runs hard: 20 to 40 knots is the typical range. On lighter days a confident intermediate will find this place on song — steady wind plus flat water means you can arc properly, build speed, and link moves without getting thrown around. When it tops out, this becomes a strong-rider venue — know your downwind limits before you launch. Pack a 7m and a 9m. Most riders here are in that range for the bulk of the season, and if your smallest kite is a 12m, expect to watch from the beach on the bigger days. The wind arc runs 180° through 359°, so the side-onshore character is baked into the bay's geography — not a fluke of the day. IKO-certified instruction is available in the bay, including Blue Dream — reportedly the first IKO-certified school in Central America. For first-timers at this spot, a local briefing before you rig is time well spent. For food after the session, El Fogón de Juana and Pollo Frito La Casona are both in the area. The setting is National Park territory, so dining options are limited — plan ahead. The reliable window is November through June. Outside those months the Tehuano loses its consistency, and you may arrive to find the bay calm when you expected it to be firing. Time it right and Bahía Salinas delivers something hard to find elsewhere.
