About Pagudpud · Blue Lagoon

Pagudpud's Blue Lagoon sits at the northern tip of Luzon in Ilocos Norte province, where the coastline curves into a sheltered cove facing roughly northeast at around 040°. That alignment is the whole reason this spot works: the Amihan — the Northeast trade wind that dominates the Philippine north from November through April — blows straight into the bay and gets funnelled between the headlands on either side, delivering consistent, clean wind in the 18–30 knot range through the season. The usable kite window runs 310° to 130°, a wide arc that keeps the spot workable even when the Amihan drifts slightly off its typical NE axis. On a good day the pressure is steady and reliable in a way that suits progression work — the kind of clean, directional wind you can actually learn in. Inside the lagoon, the water is clear and turquoise. That sounds like promotional copy until you're actually there — it's the genuine article. The sheltered inner section is beginner-friendly: relatively flat water with the kind of calm that lets riders focus on technique rather than survival mode. If you're working on water starts, upwind riding, or building real confidence after your first lessons, this inner zone is about as good a training ground as the region offers. Step outside the protection of the lagoon and the character changes. There's wave action offshore, which gives intermediate and more experienced riders something to work with when conditions are up. The natural progression is built right into the geography — start inside, push outside when you're ready. You can self-select your challenge level within the same spot. Blue Lagoon is distinct from the other Pagudpud kite spots — Saud Beach and Kingfisher are both in the same broad area but they ride differently. If you're comparing notes with other riders who've been to the region, pin down exactly which spot they were at before applying their take to Blue Lagoon. No facilities have been confirmed at this location. Arrive self-sufficient: water, food, kite tools, and any spare equipment you might need. Don't build a session plan around services being available on site. Pagudpud is a destination trip from most Philippine departure points — plan accordingly and build buffer days into your schedule on both ends. The Amihan window runs November through April, and this spot doesn't perform outside of it. Get there during the season and you'll find a kite setup that's harder to replicate: sheltered flat water for progression right alongside the open ocean for when you want more.
