Kite-specific infrastructure — rental, school, organised rescue — is not established here yet. Come self-sufficient: full kit, spare lines, and the tools to handle a field repair. The location rewards the travel off the water too. Palaui Island, a protected nature reserve visible from the beach, is accessible by boat from the shore and worth building a full day around. If you are after consistent, powerful Amihan conditions on flat water without the crowds of better-known Philippine kite hubs, Santa Ana is worth the extra distance.
