Palo's Maharlika Beach sits on the eastern edge of Leyte island, fronting the Leyte Gulf about 30 minutes south of Tacloban city. The shore faces due east, which sets it up well for the Amihan — the Northeast trade wind that drives Philippine kiting through the dry season. From November through March, the Amihan arrives as a cross-onshore breeze running typically 12 to 22 knots. That NE-to-E flow over an east-facing beach gives you the angle you want: enough onshore component to stay upwind of trouble, enough cross component to ride comfortably without fighting the shore. The usable kite window runs from north through east to south — a wide arc that stays open through most of the day. The water inside the gulf is flat and shallow. There are no significant swells working against you; what you get here is a smooth surface that rewards progression work, flat-water freestyle, and relaxed cruising. It's the kind of water that makes a 12-knot session feel worth rigging for. Getting here is straightforward. Tacloban's Daniel Z. Romualdez Airport is the obvious entry point — the beach is roughly a 30-minute drive. Tacloban has accommodation, food, and transport options, and the road to Palo is uncomplicated. Plan to base yourself in Tacloban and day-trip to the beach. Maharlika Beach is an emerging spot on the Philippine kite map, which means the infrastructure that more established sites offer hasn't fully developed here yet. Come self-sufficient: bring your own repair kit, know your gear, and plan for limited on-beach support. The upside is fewer crowds and a beach that still feels like a genuine find. The Amihan season is the window to target — November through March. Outside that the wind becomes less reliable, and typhoon-season weather patterns that affect the wider Visayas region can make conditions unpredictable. Skill level: the flat water and cross-onshore angle make this workable for intermediates, but the emerging nature of the site — limited confirmed facilities, no on-record rescue services — means beginners should bring experienced company. The conditions themselves are not punishing, but the support net is thin. For kite sizing, the 12–22 knot Amihan range typically calls for a mid-size all-round kite. A 10–12m handles the upper half of the range; a 12–14m covers lighter days. Bring two if you can. This is a spot worth watching.
